Sounds like this council assistant thinks one or more of the members are A**HOLES...
The beauty of this story if there is now way to definitively prove she MIGHT have curse-coughed something unflattering. Judging by the look on the faces of a couple of Tampa City Council members, we're going with YES, she curse-coughed, but again, it was executed perfectly and she should skate!!
